Personnel Shelters

Structures are made for each site: spans, height, loads and connections are calculated for actual site conditions.

A shelter as part of staff movement

Capacity alone is not enough: people need a clear route to the shelter and a way to use it during an interruption. The design ties location, entrances, ventilation, communications and maintenance to actual work areas.

What we clarify

  • Estimate occupancy by work area and available approach routes.
  • Place entrances without routing staff through hazardous operating zones.
  • Plan equipment checks and clear staff procedures.

Location near work areas

A shelter needs a clear route from the work area; the source proposal mentions an approach time of up to one minute. Siting considers entrances, communication with the work area, ventilation access and maintenance. The stated module capacity is 10–50 people, with the final value set by design.

Structure and equipment

The source configuration includes reinforced concrete elements or a steel frame, earth cover, two entrances, ventilation, lighting and communications. SP 88.13330.2022 applies to civil-defense protective structures; the shelter's actual classification and requirements depend on the project. An equipment list does not establish resistance to a specific strike.

A Shelter Is a Separate Personnel Measure

Shelter location follows workplaces and access routes. Capacity, entrances, ventilation, lighting, communications and operating procedures are agreed with the site team. Structure and foundation are designed for site conditions; an equipment canopy does not replace a shelter design.

Modular and below-grade shelters close to work areas: staff can reach them within one minute. Equipped with ventilation, lighting and an emergency exit.
